Can Confluence ministers officiate in Virginia?

Virginia Code Section 20-23 allows a minister to celebrate marriages after a circuit court reviews proof of ordination and of regular communion with the religious society, and issues an order of authorization. Section 20-25 also allows a circuit court to authorize a person to perform marriages after posting a $500 bond.

Confluence Seminary of Sacred Studies formally authorizes each of its ordained ministers, in writing, to conduct marriage ceremonies. That authorization is printed on every Confluence Certificate of Ordination.

Step by step

Performing a wedding in Virginia

  1. Get ordained

Complete the $100 Ordination Orientation to receive your ordination. Keep your Certificate of Ordination and Minister ID Card where you can reach them.

  2. Register before the wedding

Petition the circuit court clerk for an order authorizing you to celebrate marriages, bringing your Certificate of Ordination. Request a Letter of Good Standing ($30) from Confluence through the contact form. Allow time to receive it before you apply.

  3. Talk with the couple about the license

The couple gets a marriage license from the clerk of the circuit court.

  4. Check the dates

The license is valid for 60 days.

  5. Perform the ceremony

Lead the ceremony in Virginia with the couple present. Make sure the couple declares their intent to marry each other.

  6. Complete the license

Fill in the officiant section of the license with the date and place of the ceremony and your information, and sign it.

  7. Return the license

File the completed marriage record with the clerk who issued the license within 5 days of the ceremony.

Details and exceptions

  • Practices vary among Virginia's circuit courts, and some judges have declined online ordinations. If that happens, ask the court about a one-time authorization under Section 20-25.
  • Clerks sometimes have their own questions or procedures. Contact the office that issues the license if you are unsure about anything, and confirm the current rules before every wedding, because laws change.
